Government to amend Andhra Pradesh Rights in Land and Pattadar Pass Books Act 1971 in ongoing Budget Session

The State government is contemplating to introduce an amendment to the Andhra Pradesh Rights in Land and Pattadar Pass Books Act 1971, in the ongoing Budget Session. The NDA government plans to amend the earlier amendment made to the Act by the YSRCP government in 2022. The YSRCP government made an amendment notifying the District Revenue Officer as Appellate Authority for resolving any grievances in Record of Rights (RoR).

The previous amendment to the Act was not yielding intended result and instead leading to delays and accessibility challenges, Special Chief Secretary Revenue Department R.P. Sisodia told The Hindu on Monday (March 10).

Mr. Sisodia explained that to address the challenge and mitigate the issues, the earlier provision of notifying the Sub Collector or Revenue Divisional Officer (RDO) as Appellate Authority is going to be restored and thereby the government would withdraw the role of the District Revenue Officer as the Appellate Authority.

Further, the proposed Amendment would mandate that, “The Tahsildar, before carrying out any amendment in the record of rights shall issue a notice in writing to all persons whose names are entered in the record of rights and who are interested in or affected by the amendment and to any other persons whom he has reason to believe to be interested therein or affected thereby to show cause within the period as to why the amendment should not be carried out. A copy of the amendment and the notice shall also be published in prescribed manner. The Tahsildar shall consider every objection made in that behalf.”

Any aggrieved person may prefer an appeal before the sub-collector or revenue divisional officer within a period of 30 days from the date of receipt of such order or amendment of RoR. The Appellete Authority shall dispose the appeal preferably not later than three months from the date of filing of such an appeal.
