Chief Minister M.K. Stalin is likely to make an announcement on State autonomy in the Assembly on Tuesday.

While responding to a special mention on the two-language policy on March 25, he had said he would soon make an announcement on the subject.

“I am firm that we can protect the Tamil language and uplift Tamils only if we ensure State autonomy and uphold the rights of States. I will soon come out with an announcement for that purpose,” he had said.

The DMK has always been a strong advocate of State autonomy and federalism, and former Chief Minister M. Karunanidhi set up a committee headed by Justice P.V. Rajamannar to study Centre-State relations in 1969.

Rajamannar Committee

“Much water has flowed since the Rajamannar Committee submitted its recommendations. There is a need to revisit the Centre-State relations and cooperative federalism in the wake of changed circumstances, especially the political and economic weather in the country, amendments to the Constitution, proposed delimitation exercise, financial freedom of States, revolution in the information technology, and the domination of social media. A new committee may be appointed to revisit the subjects,” a source said.

Mr. Stalin has already brought together the Chief Minister of certain southern States and Punjab to fight against the delimitation exercise, which could reduce the number of Lok Sabha seats in those States. The first meeting took place in Chennai.

The DMK government is also enthused by its victory in the Supreme Court against Governor R.N. Ravi. The Supreme Court described as unconstitutional the conduct of Mr. Ravi, who refused to act on the 10 Bills passed by the Assembly..
