CHANDIGARH: Punjab ADGP prisons Arun Pal Singh informed the Punjab and Haryana high court on Thursday that the department has recommended departmental action against two former jail superintendents in a case wherein inmates in Patiala and Ludhiana central jails besides Nabha district jail had circulated their self-clicked photos and video with mobile on social media.
In his affidavit, the ADGP prisons told the high court that they have written a letter on December 29, 2023 to the secretary, department of jails to initiate departmental proceedings against Balkar Singh Bhullar, then superintendent of central jail Ludhiana(now retired) and against Manjit Singh Tiwana, then superintendent jail of new district jail, Nabha and central jail Patiala, who were found to be negligent while dispensing their duties as per the enquiry report.
The ADGP also submitted that Patiala SSP has been directed to register and FIR against jail inmates Jagtej Singh, Manjinder Singh, Bhagwan Singh, Ashok Kumar and Lovejit Singh for illegal use of mobiles in various prisons of Punjab and against Jagseer Singh for having the mobile registered in his name, which was shown in photograph as well.
The senior IPS officer also informed that a letter has also been written on December 29 to ADGP cyber crime to take down these photographs of jail inmates and videos from social media sites. The ADGP added that it has come out during the investigation that the concerned jail officers who were posted at the time of clicking and uploading the pictures and video were negligent while dispensing their duties. It is a supervisory lapse on their part being superintendents of the concerned jails, though some of the mobile phones had been recovered and FIRs had been lodged.
