NEW DELHI: Delhi chief minister Rekha Gupta presented the Budget for the financial year 2025-26, unveiling a record outlay of Rs 1 lakh crore. This marks a significant 31.5% increase from the previous fiscal year’s revised estimate of Rs 69,500 crore. Calling it a “historic Budget,” CM said that the BJP-led government is ushering in a new era of transparency, development, and efficient governance.
Where the Rupee comes from

  • The Delhi government expects to generate a substantial portion of its revenue from tax sources, amounting to Rs 68,700 crore. The key contributors include:

  • GST & VAT: Rs 49,000 crore (71%)

  • Stamps & registration fees: Rs 9,000 crore (13%)

  • State excise: Rs 7,000 crore (10%)

  • Taxes on motor vehicles: Rs 3,700 crore (6%)

  • Non-tax revenue, grants from the central government, capital receipts, and borrowing will account for the remainder of the budgetary resources.

Where the Rupee goes
A major portion of the Budget is directed towards infrastructure, transport, and social welfare. The government has doubled capital expenditure to Rs 28,000 crore to fund projects such as roads, sewer systems, and water supply improvements. Key allocations include:

  • Education: 19% (Rs 19,251 crore)

  • Transport & roads: 12% (Rs 12,195 crore)

  • Health: 12% (Rs 12,143 crore)

  • Housing & urban development: 9% (Rs 9,000 crore)

  • Water supply & sanitation: 9% (Rs 9,000 crore)

  • Social welfare: 8% (Rs 8,000 crore)

  • Energy: 4% (Rs 4,000 crore)

  • Agriculture & rural development: 2% (Rs 2,000 crore)

  • Interest payments & debt servicing: 2% (Rs 2,085 crore)

Key announcements and major allocations

  • Women’s welfare: Rs 5,100 crore allocated under the Mahila Samridhi Yojana to provide a monthly stipend of Rs 2,500 to eligible women aged 18 and above.

  • Transport & cnnectivity: Rs 2,929 crore set aside for completing three priority corridors and additional routes under Phase IV of Delhi Metro’s expansion.

  • Urban transport projects: Rs 1,000 crore allocated for centrally funded urban mobility schemes.

  • Maternal health: Rs 210 crore under the Mukhyamantri Matru Vandana Yojana to provide financial assistance of up to Rs 21,000 and six nutrition kits for one lakh women.

  • Affordable food: Rs 100 crore allocated for setting up 100 Atal Canteens in JJ Clusters, offering nutritious food at Rs 5 per meal.

  • Shelter homes: Rs 696 crore earmarked for Delhi Urban Shelter Improvement Board to improve slum areas and JJ colonies.

  • Safety & surveillance: Installation of 50,000 new CCTV cameras to enhance women’s security.

  • Environmental reforms: Rs 300 crore set aside for pollution control and emergency environmental measures.

  • Yamuna cleaning project: Rs 500 crore allocated for building 40 decentralised sewage treatment plants to prevent direct discharge of waste into the river.

  • Flood management: Rs 150 crore for drain remodelling to improve flood control mechanisms.
