Former Judge of the Madras High Court C.T. Selvam submits the final report of the Fourth Police Commission to Chief Minister M.K. Stalin in Chennai on Friday (January 3, 2025)

The Fourth Police Commission headed by former Judge of the Madras High Court C.T. Selvam submitted its final report to Chief Minister M.K. Stalin in Chennai on Friday (January 3, 2025).
According to police sources, the report comprising 60 chapters covering various aspects of policing – from the stage of recruitment into the force till retirement – has recommended major reforms in the Tamil Nadu police. It took about three years for the commission to submit its final report.
In January 2022, the State government issued orders constituting the Fourth Police Commission with retired IAS officer K. Alauddin, retired IPS officer K. Radhakrishnan, renowned psychiatrist Dr. C. Ramasubramaniam, and retired Professor Nalini Rao as members in the panel and senior IPS officer and Director-General of Police Mahesh Kumar Aggarwal as the member-secretary.
Besides administrative reforms pertaining to recruitment, training, policing, and monetary benefits, the commission also had several sittings with human resources and mental health experts to address the issue of stress in the rank and file.
‘Have given long-term solutions’
When asked about the commission’s views and recommendations on the increasing number of deaths in the force, mainly being attributed to stress and lifestyle-related ailments, Mr. Selvam said the issue was of grave concern. Parrying questions on the specific recommendations, he said: “We have given a set of fairly comprehensive recommendations. There is no quick fix solution to the problem… we have considered all aspects and given a long-term solution.”
The former High Court Judge said HR specialists were invited to have interactions with police personnel at all levels through a tailor-made programme to understand their concerns. Three batches – Superintendent of Police to Director-General of Police, SP to Inspector, and Constable to Sub-Inspector – were formed for the experts to engage and identify the common problems.
The Fourth Police Commission report also contained recommendations to address mutual interests and expectations of the police and public to strengthen their relationship. The Tamil Nadu police has a strength of about 1.3 lakh personnel.
