NEW DELHI: The Centre on Monday listed Canada-based Babbar Khalsa International (BKI) operative and gangster Satwinder Singh alias Goldy Brar, accused in cases relating to extortion and targeted killings in Punjab and smuggling of high-grade arms, ammunition and explosive materials via drones from across India’s western border for such killings, as a ‘terrorist’ in the Fourth Schedule to the Unlawful Activities (Prevention) Act, 1967 (UAPA).
Goldy is closely associated with gangster Lawrence Bishnoi and also has links with BKI operative Lakhbir Singh alias Landa. They are part of a global terror-criminal syndicate, which Landa handles from Canada. Landa, along with Bishnoi and Brar, has been commissioning and executing the killings of prominent social, religious and political persons and professionals. Hailing from Muktsar Sahib city in Punjab and currently based in Brampton, Canada, Goldy is the 56th individual terrorist to be proscribed under UAPA since it was amended in 2019.

BKI is listed as a terrorist organisation under UAPA. Landa was declared an ‘individual’ terrorist only a couple of days ago.
Goldy is a chargesheeted accused in the NIA case relating to the killing of Dera Sacha Sauda follower Pradeep Kumar in Faridkot in November 2022. He figures along with Bishnoi, who has been operating a terror-crime syndicate from behind bars, in a chargesheet filed by the NIA in March based on a probe into the terror-gangster nexus. The Bishnoi gang, as per the NIA, had provided the killers who carried out the May 2022 attack on Punjab state intelligence headquarters in Mohali with a rocket-propelled grenade, on the directions of Pakistan-based BKI terrorist Harwinder Singh alias Rinda.

“Satwinder Singh alias Satinderjit Singh alias Goldy Brar, backed by cross-border agency, was involved in multiple killings and professes radical ideology, figured in making threatening calls to pro-nationalist leaders, demanding ransom and posting the claims of killings on different social media platforms,” the MHA said in the notification designating Brar as a terrorist.
The home ministry said Brar has been involved in smuggling of high-grade arms, ammunition and explosive material through drones from across the border and supplying these for carrying out killings and also providing sharp shooters. He and his associates have been “conspiring to disrupt peace, communal harmony and law and order in the state of Punjab through nefarious designs including sabotage, raising of terror modules, carrying out targeted killings, and other anti-national activities”, it added.

A non-bailable warrant has been issued against Brar and he is the subject of both an Interpol red corner notice and a lookout circular issued on June 15, 2022.
