NCTE’s new rule for teacher education institutions: Submission of year-wise Performance Appraisal Reports mandatory

NEW DELHI: The National Council for Teacher Education (NCTE) has issued a public notice requiring all recognised Teacher Education Institutions (TEIs) to submit their Performance Appraisal Reports (PARs) for the academic sessions 2021-22 and 2022-23.
This directive follows the decision made during the Council’s 61st meeting on August 5, 2024, emphasising the need for year-wise submission to maintain accountability and adherence to the NCTE Act, 1993.The deadline for submitting these reports is set for November 10, 2024, by 11:59 PM.
According to the notice published on September 9, 2024, on the NCTE website, all TEIs must complete the submission process through the designated NCTE portal at ncte.gov.in. The online portal will be active from September 9, 2024, to November 10, 2024.
The submission of PARs is crucial as it forms part of the NCTE’s monitoring mechanism to ensure that recognised institutions operate in compliance with the prescribed norms, standards, and guidelines. As per the official notice, “Institutions are requested to fill the online PAR well in advance, without waiting for the last date for submission of PAR to avoid any network congestion/hassle. NCTE will not be responsible for any inconvenience caused due to network error.”
Steps to submit the Performance Appraisal Report (PAR)
Registration on the Portal: Institutions are required to register on the NCTE PAR portal ncte.gov.in/PAR with the necessary information. Institutions that have previously registered on the PAR portal for earlier sessions are not required to register again; they may directly log in using their existing credentials.
Filling the PAR: The online portal for PAR submission will be active between September 9 and November 10, 2024. Institutions are advised to submit their reports early to avoid technical issues. Institutions that were offering teacher education courses prior to the 2021-22 session must first fill out the PAR for the 2021-22 academic year, followed by the 2022-23 academic year. Institutions that began operations from the 2022-23 academic session onward are only required to fill out the PAR for the 2022-23 session.
Required Documentation: The submission process includes providing various documents, such as the PAN of each faculty member, their qualification documents, and the institution’s financial records, including balance sheets, income and expenditure statements, and receipts for the 2021-22 and 2022-23 financial years. Additionally, institutions must update their websites with information mandated by NCTE regulations and ensure geo-tagging by downloading the “NCTE–PAR APP” from Google Play Store.
Payment of Fees: Institutions are required to pay a non-refundable fee for PAR submission. Government institutions must pay Rs 5,000 plus 18% GST, while non-government institutions are required to pay Rs 15,000 plus 18% GST.

Institutions must ensure all data provided is accurate and complete, as it will be used for further evaluation and communication. Furthermore, before filling in the details of the PAN, the institution should inform the concerned individuals.
