NEW DELHI: On the heels of India facing diplomatic heat over the killing of certain anti-India elements on foreign soil, PM Narendra Modi on Saturday called for cooperation among nations for investigation and justice delivery to expeditiously deal with international criminals.
Speaking at the Commonwealth countries’ law officers conference here, Modi said, “Cooperation can happen even while respecting each other’s jurisdiction. When we work together, jurisdiction becomes a tool to deliver justice, not delay it.”
“In recent times, the nature and scope of crime has seen radical change. Criminals have wide networks across various countries and regions. They use the latest technology for both funding and operations. Economic crimes in our region are being used to fund activities in other regions. The rise of crypto-currency and cyber threats are posing new challenges. Present challenges cannot be met with a 20th century approach,” he said.
Asking the law officers to invigorate their deliberations through “rethink, reimagine and reform” for modernisation of the legal system to make the justice system citizen-centric, the PM said, “In a highly changing and rapidly evolving world order, ensuring justice in one country requires working with other countries. When we collaborate, we understand each other’s system better. Greater understanding brings greater synergy, which boosts better and faster justice.”
Chief Justice D Y Chandrachud appeared to be on the same page with the PM when he said “global collaboration and trust-building” plays a significant role in addressing diverse cross-border challenges to justice delivery.
He said the law officers are the primary point of contact between the courts and the govt and reminded them about a series of SC judgments which conveyed the message that “law officers and professionals should not only assist the administration of justice but also uphold the honour of the legal profession through exemplary conduct from both within and outside the courtroom”.
In the presence of SC judges from Australia, Malaysia, Bangladesh and Sri Lanka and representatives from 30 Commonwealth countries, Justice Surya Kant, as the principal organiser of the conference titled “Delhi Convention 2024”, said the technical rounds would elaborate on the means to make the justice system citizen- centric.
