Minister directs R&B officials to speed up works on HAM roads

Roads and Buildings Minister Komatireddy Venkat Reddy has directed the officials of the department to speed up construction of roads taken up under the Hybrid Annuity Mode (HAM).

Officials were directed to follow rules in taking up the works categorised into three sections — missing link roads to district headquarters, roads connecting district headquarters with the State Capital and upgradation of the existing road infrastructure. They were asked to identify consultants to prepare detailed project reports pertaining to HAM roads and priority should be given to roads which are in bad condition.

The Minister made this comments during a meeting with senior R&B officials to review the progress of roads taken up under the HAM on Wednesday. He wanted officials to strictly adhere to the guidelines and ensure construction of dividers, lighting, paved shoulders and other aspects. Recalling that the contracting agency should ensure the maintenance of the roads for 15 years, he wanted the officials concerned to conduct periodic inspections so that there was no compromise in the quality of roads. The government was not averse to cancelling the contracts if the constructing agencies were found guilty of low quality works.

He directed the officials to prepare plans for developing BT roads in the areas where permissions for road works were obtained from the Forest department. He refused the request from a section of contractors for extending the time limit for completion of works asserting that delays in execution of works would cause hardships to the people. Accordingly, steps should be taken to ensure that works on the identified road stretches were completed within three months of their launch.

In addition, steps should be taken to call for short tenders for taking up repairs of the roads that suffered damages but not restored over the past decade. In this context, he said 1,690 km stretch of roads were identified in 82 constituencies for taking up repair works and the officials should complete the pre-tender works speedily.

Mr. Venkat Reddy informed the officials that the department had promoted assistant executive engineers as deputy executive engineers. Guidelines for giving promotions to deputy executive engineers, executive engineers and other categories’ officials should be prepared before this month-end.
